  Distribution of land surface temperature and surface urban heat island in the Hangzhou metropolitan area  ( Sheng, Lu & Huang 2015) Prolonged extreme heat is one of the leading extreme climate events that Hangzhou regularly suffers from in summer. The Hangzhou News (2022) reported that in August 2022, the temperature in Hangzhou reached 41.8 °C, a record high since 1951, and the high temperature remained for up to 26 days. Based on my personal experience of living and studying in Hangzhou, extreme heat for weeks will not only decrease the mobility of residents and businesses in the city, which will significantly depress tourism and entertainment, but also adversely affect the sustainability of the city: more air conditioners will be turned on by residents or companies; more private cars will be on the roads, and less public transport will be used because nobody wants to walk on the streets. Hangzhou Urban Floodwall (Zhejiang Hydropower Construction and Installation Company) The People's Government of Hangzhou has adopted a series of defence and mitigation measures against natural disasters and has formed an effective disaster response system. The city's most frequent hazards are floods and typhoons. In response, the city government has built a large number of flood prevention and drainage projects and created green belts on both sides of rivers for ecological flood control. Furthermore, various climate and geological monitoring stations have been established to enhance the city's disaster prediction capabilities. The Hangzhou Emergency Management Bureau has successfully issued 12,736 weather risk forecasts and warnings for meteorological disasters until July 2021, leading citizens to avoid 2,720 hazardous situations. According to the Hangzhou Water Conservation Implementation Plan (2020), there are three main water-saving measures being used: Dynamic water price adjustment for household water. The price of water for urban residents is regulated in a smart way so that water usage that exceeds a certain range is gradually increased in price and consumption can be restricted during shortages. It is also a city with rapidly developing tourism and high-tech industries that have achieved a position at the forefront of sustainable development in China.
