Hangzhou is promoting rooftop solar photovoltaic
In March 2022, Hangzhou Development and Reform Commission published an announcement titled "Implementation Suggestions on Further Accelerating the Construction of Photovoltaic Power Projects in the City". This document suggested that all companies, institutions and public facilities in Hangzhou should have solar photovoltaic (PV) facilities on their rooftops. This proposal aims to improve the city's self-sufficiency in electricity and contribute to the achievement of zero carbon emissions(Hangzhou Development and Reform Commission 2022).
The proposal was not well accepted. Although some local businesses have been trying to install solar PV roofs since this announcement was released, the first one that fulfilled all its requirements was the distributed solar PV project on the roof of the Hangzhou Intermediate People's Court, completed in February 2023(Hangzhou News 2023).
There are two possible reasons local businesses have not kept pace with the public sector regarding renewable energy. First, Hangzhou's PV industry is still in the early to mid stages of development. There is still a need to increase the production of the local industry, and it does not have the sufficient practical experience to sustain the trust of other companies. Therefore, considering the possible risks, most local companies are willing to wait until the industry is more mature before joining. Second, while the government provides financial incentives for PV projects, it also requires higher quality, and subsidies are only available for installations that have been used for more than one year. This increased the costs and risks that local companies had to take. Therefore, planners should not be in a high position when trying to motivate local companies and institutions but need to communicate with stakeholders closely. Moreover, it is essential to consider the local realities when proposing measures and not expect the desired outcomes immediately.
